can you elaborate more on your question? there are many "levels" of democracy, do you mean like the one we have in the US? Do you mean had not a civil war ever? Or after they had become countries with boundries as we known of them today? Almost all countries started out as an absolute monarchy, but after one or several "revolutions" might become a democratic country today. Some revolutions were achieved without a war, for example, Thailand did not exactly go through a bloody war, the king simply just started ceding power to elected officials, some willingly some because he had no other choice. Thailand, as we know today, is somewhat a democratic country like the USA. I don't believe that there are any countries that went through a change in its form of government without any resistance, especially the one that were being replaced, but a total civil war like the one we had in the US, had happened.

Um, maybe Denmark. I don't believe that they had a civil war, and, though they have a monarchy as well, the country is run democratically via a parliment.

Ancient ROME Oops They had alot of fights. If a country is democratic, then that means that the people of the country make the decisions, and people fight, therefore all democratic countries fight.
