The Wizard of Oz is the actual wizard inside Emerald City! Oz is kind of like the state Emerald City is in. But, it's all fictional.

No unfortunately;
Both Oz and the Emerald City are fiction.
BUT the good news is that there are many different representations of both.
One of the most recent that I know of is 'The Twisted Land of Oz', by the makers of Spawn action figures. These are a little disturbing, but you can find out some information at http://www.spawn.com/toys/series.aspx?series=184
Also, Seattle Washington is often nicknamed the Emerald City.

Yes and No. It is fiction, however, in the Wizard of Oz it is a political commentary on the use of lack of use of the gold and silver standard ... follow the yellow brick road (gold) and you will end up in Oz (abbreviation for ounce) ... it's all about late 1800s gold standard and currency in money.
In that sense, yes it is a real place, but not really a city like Philadelphia ... so you can make it as dark as you like.
