In my neck of the woods, we call it 'death alley'. It's the only corridor going through a winding canyon connecting Salt Lake City with Park City. It's got a really steep grade on it and semis can only get up to about 30 mph sometimes. When it snows, they often shut it down due to icy conditions. It's a beautiful drive but sometimes I will go 30 minutes out of my way, through the Heber Valley and Provo Canyon just to avoid the parking lot situation.

I once timed a trip from Ontario to Colorado wrong and got caught on I-80 in Chicago - at rush hour.
Took me over 3 hours to go 20 miles.

I-10 held that auspicious honor during hurricane Katrina. The thing was deadlocked for hours.

I know what you're talking about, having lived only miles either north or south of it all my life, and yes, it can be.
