Yes I have heard of it. GFCI Ground Fault Circuit Interrupter
It is not just your town it is a national requirement With small children it is a good idea.
I have been a electrician for 29 years and have heard stories of sever electrical shock in bathrooms and kitchens. I do not know of any one personally.

I have. A radio could be next to the bathtub, or some type of electronic. It might slip on the water and fall into the bathtub. This sends electricity through the bathtub, electrocuting you.
Another thing would be pools. When gray clouds come.... get out! Lightning could stike and boom! (Sizzle) Dead.... :(

Yes. Me. Apparently it wasn't to the death, but it does happen easily. There was a puddle of water from a leaky sink on the floor. I reached for the light switch and that's all I remember.

Bad wiring was the problem. A GFI would have shut it down and I wouldn't have been so hurt.

It has happened in real life. To be safe keep all radios, stereos, electrical appliances like hair dryers, curling irons etc away from the bathtub and sinks.

GFCI's are considered preventive maintenance. They remove the chance of getting shocked or worse while around water using appliances.
