I need to know what design is the best for a hull.

sorry, not a rocket boat, it will be somewhat of an air boat

hydro-plane /catermaran has done been proven to be the best

a hydrofoil would probably be BEST... but quite difficult.
Part of the thing is what condition the water you'll use your "rocket" boat on... choppy water is too harsh for a flat, hydrofoil, or shallow vee hull plan...
The Hydrofoil would help the boat "stick" to the water.
