It is thought to be frozen carbon dioxide or "dry ice". The temperature at the polar regions of Mars are cold enough to freeze carbon dioxide. The temperature of the rest of Mars is cold enough to freeze water, but there's not much white showing. So my guess is that there is probably no water on the surface of Mars. There may be some subterranean water ice.

yes they are called the polar caps. The planet Mars also has polar ice caps, but they consist of frozen carbon dioxide as well as water. The ice caps change with the Martian seasons-the carbon dioxide ice sublimes in summer, uncovering a surface of layered rocks, and forms again in winter

Yes...both dry ice (carbon dioxide) and water ice in the poles, as well as clouds. There may also be subterranean ice or water beneath the surface, according to new data from the current batch of Martian probes.

mars already have ice we can see them on telescope when mars is in its winter , it has polar caps but the amount of the h2o ice is not too much most of the ices are the mixture of co2 and h2o
