Rudy Giuliani because he decreased the size of New York ciy govt by 20%, decreased taxes 23 times and enabled the economy there to take off so many jobs were created. He decreased the crime rate by 70%. Not a bad record, especially in a place where many people are Socialist like Europe and oppose freedom and such actions.
