Yes, any animal can be overfed. First, what kind of tortoise? Depending on what kind, tomatoes may not be appropriate food. An overfed and/or inappropriately fed tortoise may become fat or have a misshapen shell or beak. Knowing what and how much it does eat would make it easier to get a helpful answer. There are many good lists(also some not so good) on yahoo that can help.

Overfeeding is a big problem, and so is the wrong diet. Tomatos for example are not recommended as anything other than an occasional snack.

It sounds like the basic cares need to be checked over- temps, humdity, diet, etc.- these things all work together to make a happy tortoise.

Since you did not tell us the species, I cannot offer better advice, but I can suggest the great site http://www.tortoisetust.org

If she is eating little ore nothing else but that tomato then you wont be over feeding her but if she is also eating most or all her food then you will most probably be over feeding her

find out first what kind of turtle she is, then check on her diet requirements and then make her eat by herself, put shallow, heavy dish in her enclosure with food in it and watch... always make sure she also has water available in another dish, too.
