The 14 year old law has been around since 1890, prior to that it was 12 years old.

There are also peer group exceptions. For example, a 14 year old boy can have sex with a 13 year old girl and if it's consentual nothing with happen to either, but if a 20 year old male is having sex with a 13 year old they can bring legal action.

From what I can see of the law a 14 year old boy or girl can have sex with a 40 year old as long as it's not, for example, their teacher or guardian or a relative.

Most countries in the world have 14 year old PEER group laws, usually with a 4 year or 6 year age difference span.

In other words in MOST of the world a 17 year old can have sex with a 14 year old, but a 25 year old can't have sex with a 16 year old.

18 is the division line for peer groups in most countries, although 16 sometimes applies.
