Called stairs inside but steps outside?

If you had a split-level house with, say, a raised dining area, they would be called steps leading up to it.
I think 'stairs' is used when they lead from one story to another.

they have pretty much always been stairs to me. I consider steps a shorter amount, like a step up.......
