Yea I watch the anime Bleach and I noticed something about Ichigo's zangetsu. Its always in it's black form. How come it never powers down like the other shinigami's soul slayers???

The real reason is that he has no control or dicipline.
When he met kenpachi, he was easily at captain level in terms of power but his sword was duller than a luetenants because of his lack of mental strength. True captains (everyone accept kenpachi) have the mental dicipline to have complete dominance over their soul slayers. Them saying the name represents them commanding the sword to do something. Ichigo however has no control over zangetsu, and zangetsu doesnt even respect him (seen when the evil side of it tries to kill him) thats why he cant reduce its size. Its said time and time again by ichigo's father and other captains, the size of the sword doesn't matter. He probably is the strongest character in bleach but because he has no dicipline or lordship over his zampaktu or hollow powers so none of the other stronng characters like kuchiki respect him.
His sword is large because of his lack of control and his power fluctuates for the same reason.
He is slowly getting better though,

I think that's why. Though he carries no formal rank, he is obviously superior to many of the other soul reapers and his zangetsu never powering down may be a symptom of the fact that he was never formally trained.

He has so much soul power in him that thats his "powered down " form for his zanpakutÅ.

it's beacause his sword is a second release type while other have to call out the name of their zanpakutou like renji yells zabimaru his is always released

because doesnt know how to fully use his powers yet.He just learned all his abilities recently and is not good in hiding his reiatsu,it always leaks out.
