In its literal sense it seems to me a situation in which a person is on a ship full of idiots etc., and becomes crazy just like them, because of their foolishness.
In a metaphorical sense (which I bet it is) the ship is the world, the person who is turning/is crazy is surrounded by fools, I think it mostly could refer to the religious and partisan people, the type of people who think that they know the answer to everyone's question, the kind of people who think the world revolves around them etc... and the rational/sane person is simply in the middle, turning crazy, because of all that nonsensicality.

This could mean many things, it depends on if there is a ship of politicians on board? But life is like a ship, people get on board and follow one another like sheep going to slaughter, not doing what is right nor standing up what they believe in. there are many variables to this question, Like how many people are fools when it comes to money? there is no logical answer that would make sense, other than love is that ship and we as mortals are sometimes that fool at times

Robert Plant song.
I wouldn't try to find much more meaning to his words except Jack Daniels.
If I had to guess, i'd say he's a sane man driven crazy by the idiots around him.

The poem / song is found at HP
http://www.geocities.com/dexxus/l/r02.html

What exactly the symbolism means is best found out by asking Robert Plant. It obviously has to do with his being in love. All know that being in love makes us act foolish. That seems to be what Robert refers to -- his realization that his falling in love and acts of love resemble a ship in a storm sailing crazily along. etc la, la, la, la.

Here it is copied:
Author: Robert Plant (?)

Ship of Fools

On waves of love my heart is breaking
And stranger still my self-control, I can't rely on anymore
New tides surprise, my word it's changing
Within this frame an ocean swells
Behind this smile, I know it well

Beneath a lover's moon, I'm waiting
I am the pilot of the storm
Adrift in pleasure, I may drown
I built this ship, it is my making
And further more my self control, I can't rely on anymore

Chorus
I know why, I know why
Crazy on a ship of fools, crazy on a ship of fools
Turn this boat around back to my loving ground

You claim that no man is an island
While I land up in jeopardy
More distant from you by degrees
I walk this shore in isolation
And at my feet eternity
Draws (lays) ever sweeter plans for me

Chorus

Ship of fools

Turn this boat around back to my loving ground
Crazy on a ship of fools, crazy on a ship of fools
Turn this boat around back to my loving ground

Ship of fools

Reminds me of a book "Ship of Fools" by Sebastian Brant.
