My local lower school have decided to keep chickens and 3 roosters in thier yard. It is a built up residentail area . the noise of the cockerel is driving us mad. Are they breaking any laws. what health hazzards are they causing for the children.

Did you approach the school directly about the noise the birds are making? They may not be aware as they are not there when the roosters are the noisiest. To me this would be your first option.
Check with the local council at to the by-laws in your area. In our area, you can keep up to 6 hens, but no cockerels at all. Either way you are entitled to have a peaceful neighborhood.
As to the health issues. If the birds are kept in sanitary conditions, and the pen/run is cleaned out regularly, there shouldn't be much of a health problem. The exception is if there are students who's asthma is set off by feathers (fairly common) or others who have allergies to birds. Or if there is a known outbreak of bird-flu in your area.

Roosters are not permitted in residential areas unless kept with a permit. There are minimal effects that kids can get from being around there birds.

Find out if there's "noise pollution" by-laws in your area.
That's the only thing that might help you. Other than suing, or wringing the thing's neck.
