Why is the electrical resistance in hydrochloric acid significantly lower than the resistance in salt water?

I measured a value of 3000 ohms for a 1 L salt water solution and a value of 150 ohms for a 1 L 5% hydrochloric acid solution.

there is more cl ions, salt is more solubly to water . hcl is only 5%
