i know it's 63 degrees but can't figure out what that little thing next to the 6 in '26' means.

60' = 1° and 60''=1'.
so 63°26’=63.4333333°

The ' is the sign for minutes, 1/60th of a degree of arc or angle. There are also " (seconds) which are 1/60th of a ' minute.
