In 1998, the Conservative Caucus listed 10 reasons not to go to war with Iraq. Not surprising, the first two dealt with Clinton being President and were irrelivent.

Your question is absurd. Everything has changed since 1998. A few years made all the difference. I guess you have forgotten about 9/11.
For your question to make any sense you must believe that anyone who changes their opinion during their lifetime is a hypocrite. I say anyone would never changes their opinion is foolish.

What's so different? True conservatives don't believe in fighting a war unless were actually attacked on our soil. Read point #5.
It's quite true that there were dozens of base closures during the Clinton Administration. (point 7).
Iraq was a mistake in that we underestimated how long we'd need to be there, at best.
Frankly, I think we need to end being the world police. That's generally in line with the link you post. I also think we should end all foreign aid and withdraw from the UN.

I don't believe the first 2 were irrelevant. Clinton's record with the military was poor at best.
