I have made up a web page using miscrosoft publisher and would love to know how to make it go on to the internet so my family back home can see it???

"Go onto the Internet" means upload it to some Internet web host. Have you chosen a web host yet? Do you want a free one? The free ones put some advertising banners on your page and you cannot avoid seeing the ads. Yahoo has Geocities but they are filtered from the Internet in China and some other countries so if you happen to be in one of those countires with autocratic government, you would not be able to set it up. Your home page should be named "index.html" unless you find out otherwise from the host. Of course, you will need to upload all other associated files such a pictures and linked pages.

Choose your host and follow the setup guide provided by the host. Usually, the host has a control panel page that you log into with a user name and password and then just click a button to upload a file and navigate in that window to find the file on your hard drive. Publishing software is usually more trouble than it is worth. The host provides an interface panel page that is usually easier to setup and use than MS Publisher.

If you are feeling lost, you'll need to use a forum online that is associated with the host site to get more help.
