There is an agency in Sacramento called Another Choice Another Chance whom employed relatives to do payroll, counseling is this legal and/or allowed by law?

Nepotism laws vary by state. If you think something untoward is going on, report the agency. They are probably over-paying the relatives also. If the agency is funded by a federal grant you should also check the federal laws.

Yes they can. If the person/s are qualified and the agency does not have a policy against hiring family members then they can hire whomever they choice.

As long as the people are qualified and there are no paychecks being written to people who don't show up for work it is legal.

There would not be a conflict of interest unless perhaps they received government funds.

As a non-profit though, they are a private enitity and entitled to do as they please. They are not even subject to public disclosure laws.
