Because they don't want to hire enough people to service the customer. AND, don't want to pay anyone enough to want to stay with them or to try harder. As the old saying goes, "You get what you pay for." Don't expect $10 an hour worth of work for only $6 an hour! They claim that they don't, but they indeed do. Attitude works BOTH ways.
