Forbes just came out with an article on that. I believe the U.S. came out quite well. It might give you some leads as to how ideologies can affect such things.

Just do a serious study about Mexico, how its institutions work (or don't), what the state of its legal system is, how much confidence people have in the police, what percentage of the crimes are reported and solved (1% on the latter), how the major unions function, what perquisities any powerful organization has compared to the rest of the population (you can start with state-owned unions, the political parties and Pemex) and you will very quickly find out what the effects of graft and corruption are.

When the whole system breaks down, you have to call in the army (the ultimate weapon?) to patrol the streets, and that doesn't make any difference, you have a serious problem. Those are the effects of graft and corruption.

Look @ any government project that can be compared to a project of equal size and scope that was completed by private industry and I think you will find your answer.
