If you have your 2 pc network then just share it. But to run the program you need to install it on the other pc too.

You install on another computer, if you can. Most programs today take information about the computer on which you are installing. If you try to install on another computer, the information will not match. They can either disallow it from working, or give you a trial period. In either event, I doubt you can install on two computers.
To all and delete programs, I suggest you:
cl Start
cl Settings
cl Control Panel
cl Add/Remove
click on a program you wish to delete (it will highlight)
click Remove
To add, cl Add/Remove
click Add
then follow the prompts

unless of coarse you have a remote PC program.
