2) Napoleon Bonaparte

King Tut, just a kid doubted whether he ever really led much.
Julius Caesar quite the general, grabbed control of empire, not to shabby. Still I'd put him a second.
Hitler, bad general, nut who's own screwy ideas hurt his country's war effort.
Saddam, cheap hood, not even on the b list of dictators
Cleopatra, didn't really do much except bang the bosses. Also when you're born into the god-king family is it that impressive that you came out on top?

So I'd say Napoleon
Conquered most of Europe, more than Caesar or Hitler, pulled off Caesar's grab of Empire, and from a much humbler beginning ( self made man points.) And even though he does lose in the end, the little guy made a pretty good stab at it. Lasting changes in methods of war, law codes, adn government. Plus its hard to ignore the difference he made across Europe.

They are all accomplished in their own right, however many consider Alexander a sort of inspiration to Julius Caesar and Napoleon, being that he came first. I know many of Caesar's principles were influenced by Alexander's lifetime, but I am not so certain about Napoleon. I would give the title to Alexander since he fathered many tactical advancements.

A good leader is one who is persuasive, sometimes even manipulative, who has goals, by LEADING others on the same path to accomplish those goals.
So, that said... think about it... who lead the most people to accomplish the most?

Adolf Hitler.

Look what he did. He convinced a ton of people that another ton of people were worthless. By leading others, he and his regime were respoinsible for the death and torture of hundreds of thousands. His heinous acts will NEVER be forgotten, AND the world learned a lot from this suffering to never let it happen again.

He was an evil man, but an evil genius.

As for world domination, he never made it, and I think Napoleon actually got more accomplished in that vein however no one remembers any of the others on the same note that they recall Hitler.

Cleopatra, Caesar and Napoleon are next on the list even though Napoleon had his butt kicked hard in war later.

hitler: just look what was germany before the war. it was poor and undeveloped. after he arrived to the power germany produced the best planes the best weapons the best cars... german scientist were the best in the world. without them all the space program of the usa wouldn't be possible, because all those nazi technicians were taken by the usa to work with them. and how does it happened? thanks to hitler's leadership. he inspired the german people and convinced them that they were doing the right things. german people started to work with the government and with the power of work and not of money they constructed the new germany.
PD: don't think that i am a nazi, what i said is just the true. i think ho chi min must be included. during the time of the guerrilla he was the best leader in history. he defeated the biggest country just with creativity and people's total commitment with the war.

Napoleon wasproubly the best until he mad the mistake of invading Russia during Winter, but Hitler did the same thing.
