it does not smoke out the tail pipes and the pvc value is not stopped up but its got a lot of blow back and when ur goin down the road it will just spit oil out the dip stick

you could have very bad blow by in which the oil is blowing past the rings. My bros thunderbird did the same thing meaning your piston rings are bad. you can do a compression test to find out

From your great observation I'd bet money your PVC valve is not working and you have positive pressure in your crankcase.

Try this: Remove the oil fill cap and watch the dip stick. If the dipstick no longer discharges oil there's pressure being built up in your crankcase.

Test the valve by pulling it out of the valve cover and look at the dipstick and any pressure splashing out of the valve cover. Get a new one from your Chevy parts counter.

If you've installed a new PVC valve and the problem persists I'd go for a new or good used dipstick of the same length as yours. The rubber grommet near the top of the stick may be too soft ans spongy.

The gasket on the stick might be cracked or damaged. Check it and replace if necessary, either just the gasket or even a new stick shouldn't cost that much.
Any good parts shop should have what you need in stock.

either too much oil or a loose fitting dip stick!!
or maybe a loose vacume line???

You have a broken piston ring in one of your cylinders, you will have to do a compression check to see which one it is and then take it apart and then fix it.
