Software: Motherboard manufacturers have their own software where you could overclock the processor while inside windows. Another software popular among overclockers is Clockgen.

Manually through BIOS: Enthusiast motherboards always have the full range of overclocking options. Typical boards may allow some form of overclocking.

I suggest you do some readings first on overclocking basics so that you will understand the effect of every adjustment you will make and so that you will not be surprised by the BSOD (Blue Screen Of Death).

As long as you stay within stock voltages, you need not worry about damaging anything.

It depends, if you have a PC from a major manufacturer most likely no as the OCing options are locked in the BIOS.
