I've noticed panhandlers on an off ramp in Ohio near where my parents live. It could be dangerous...

We actually have local laws banning panhandlers. There is some ordinance saying if they panhandle, they have to have a permit from the city (Dallas) or they can be arrested. Panhandlers are a menace to traffic esp if they have their kids with them (which we had a lot of around here)

In Houston, yes there are most certainly panhandlers and some of the scariest looking people under the bridges and such. We live in Katy, west of Houston and I have not seen one since we moved out this way last year. I feel they are a menace to traffic...it's actually illegal here. Dallas has really cracked down on them and you don't see near as many as you used to.

Oh yes we do. Fortunately, they are required to buy a permit (which most of them don't) and they face huge fines for doing so. Don't see too many of them anymore. I think it is a menace to traffic because you are so busy trying NOT to make eye contact with them. The kicker? At the end of the day, they probably walk a couple of blocks and get into their BMW and go home.

Here in Houston, of course. But I think most metropolitan areas with over 250,000 people will have at least one panhandler. That's just the way it is. Of course, it's not exclusively confined to cities, either.

I live in a rural area but I've noticed the last time I was in the nearest city they are starting to gather there. I don't think its a good idea at all.

They hang around the convience stores in my area, and they are scary sometimes. If I see one there, I will not stop.
