Is this just a legal or safety policy or there is no demand? Or what other reason.

pretty much no demand for it ford has made ford explorers with manual transmissions although they are rare, they make many vehicles that are the same basic designs such as the dodge dakota and durango model years late nineties to 03 04 and they had manual trans in dakots so they could put a manual in a durango but most people did not want a manual in their suv since they reallly dont take them off road or anywhere that a manual would be more beneficial

There are SUV's with manual transmissions, the reason you don't see many is because the demand for them is not that high. A lot of people do not know how to drive stick.

i own a shop and these days the people who buy SUV,s usually want comfort and ease of driving, and you cant get that with a standard shift, some of the older ones was available in a standard shift model, but they really didn't sell good,so all of them now are automatics, and along with that they are also more comfortable to ride and drive in ,that's the main reason, that and the lack of demand for them,an automatic is just more convenient to operate, and believe it or not, still only a 1/3 of the people can drive a standard shift.after all these years ,a lot of people still haven't learned to drive them, and most people don't want to learn either, but between that and lack of a big demand on them id say they,ll all stay automatics, for a long time, good luck ,hope this helps.

i think there's no demand. I remember in U2's video for elevation there was a ford explorer with a manual transmission, but i think they filmed it in Europe so it wasn't an American model. only Jeep Wranglers and small trucks seem to have manual transmission choices in America

Low volume of sales. It is cheaper for the manufacturers to only have to stock one transmission instead of two. Less design work fewer number of parts. The biggest factor though is the low sales volume.
