My three month old used to eat 4 oz every feeding. However, recently, she's only been eating 2 oz every feeding and seems to be satisfied. Is this normal?

I wouldn't be concerned unless she starts losing weight.

yes. they go through growth spurts and eat more..... you must be bottle feeding because breast fed babies can not be monitored by ounces. Do not force feed baby. Your baby knows when it's had enough. Your baby will stop eating when full. There will be times when it seems like they never stop eating!
Go get the 2nd book in the What to expect when you are expecting series that is What to Expect the First Year (What to Expect) by Arlene Eisenberg, Heidi E. Murkoff, and Sandee E. Hathaway. it's excellent

Its okay as long as you are taking her to her regular check ups and the doctor dosen't find anything wrong with her weight. If you are really worried call a nurse. I'd say though if her weight is fine and she dosent seem to be hungry and her diapers are like her normal ones you have nothing to worry about.

Your baby knows when he/she is full, but sometimes acid reflux could affect their appetite. I'd check with a doctor, especially if he/she is spitting up or crying a lot.
