My cousin recently put in some fix a flat crap for my tire which was leaking, so I'm thinking that it hardened on one spot in the tire, causing it to be lobsided. It is my front passenger side tire which is the culprit.

Your wheel is out of balance. That fix a flat crap is only good in an emergency situation, ie in the middle of nowhere. You will need to replace the tire and clean off the rim.
