How would I format a series of pictures as seen in the following?

It all has to be in one file so how would I accomplish that?

e.g. .....http://www.ubersite.com/m/100504...

If it has to be in one file, then you are going to have to use a photo editing program (I use Paint Shop Pro), set up a large blank page and load all the images in - copy each image and paste it (Ctrl-E in PSP) in the location you want, add text and save it.
