Most anemone are not harmfull to humans to the touch. However there a few dozen that are. Also, broken skin on hands can also cause a powerfull sting.

Be careful of an anemone from a tank containing poison or other stinging creatures. Some sea anemone often remove the stinging cells from their prey like jellyfish and mount them to their own skin, and use them for defense.

Palythoa and Protopalythoa species (Button pollyps/ anemone), has a potent neurotoxin that is harmful to humans. Exercise extreme caution when handling them.

Why do clownfish rub some of the slime from the anemone on themselves before they inhabit it? Otherwise don't

It depends. All of them sting to some degree but most in aquariums can't break your skin. Some can and it won't hurt you, others it could be painful. Not to mention the possibility that you could be allergic to the stings.

All of that on top of the fact that it's not good for the anemone.

it depends what type.

from a petshop ot touchpool at a zoo it should be fine. at the beach - dont go around touching things if you arent exactly sure what it is because it could be a stinging one.
