This usually happens when I try to install a DVD game on my PC. It usually shows a file name that ends in *.cab and says "Error: Incorrect Function."

At first, I thought it was just the DVD drive but I tried other ones, including an external one, and I get the same error. I've even formatted and reinstalled the OS and the same error happens. Anybody know what this means, what's causing it, or how to fix it?

It means that the drive is not properly reading the file. If it is the same DVD giving you this error each time, trying cleaning the DVD and checking it for damage (scratches, etc).

(A codec is only needed for playing video files. Will not help with a program install)

Write down the filename, go to www.microsoft.com, and search for that file. Download it to your computer, and follow the directions from the website www.microsoft.com for installation.

I think the codec program needs upgraded to read dvd, try downloading divx, there are free downloads if you search the internet for it.
