naming complex ions is... well... complex. you need to consider 4 things... 1) the ligand (ick! two in this case- water and Cl-), 2) how many of the ligand (tetra and di in your example), 3)the metal ion, 4) the overall charge of the ion (you add this up from the oxidation state of the metal and subtracting any ligand charges).

I like the chemguide website for most things- so check out it's section on naming complex ions. I'm betting it will help.
