Temperament is the general mood people are prone to. Some theorists believve you are born witha particular temperament, such as a happy person, a sad person, a moody person, introverted, extroverted, etc.
Character are the traits you develop as you mature, such as honesty, integrity, thoughtfulnes, kindness, etc. A person can develop these traits no matter what the temperament they have because it depends how you respond to things and the choices you make.

Temperament defines your emotionalism and character defines what you value. For example, according to Keirsey Bates personality science, there are 4 major types of personality.
SJ - Guardians - Character - they value feeling needed and useful, they long to feel like they belong to a group. They are the type of people who join sororities and fraternities. Temperament - they tend to be very even keel, with a tendency towards pessimism.
SP - Artisans - Character - they value freedom and a lack of rules. They like bucking the system and getting away with things. Temperament - SPs tend to be happy go lucky types, very optimistic.
NTs - rationals - value information and skills, they tend to be realists, neither pessimistic nor optimistic.
NF - idealists - value genuineness and self realization - they tend to be moody - either highs or lows.

I have a siamese/tabby shorthaired cat and he is amazing! I grew up with siamese/tabby cats and they all had different personalities. They are beautiful cats!
