Was it Artemis or Hera?
What do you think?
I read that it was Artemis.. but I could be wrong.

According to Edith Hamilton (one of the best resources I've come across). Hera turned Callisto into a bear because Zeus fell in love with her. Hera brought Callisto before Arcas (Callisto's son) once he was grown and hunting so that he would shoot her. Zeus then "snatched the bear away and placed her among the stars, where she is known as the Great Bear." Artemis came into the story because Callisto was hunting in Artemis' train when Zeus saw her and fell in love.

Hera turned Callisto into the Great Bear. Later Zeus changed Arcas his son by Callisto into Small Bear and placed him behind Great Bear to protect his mother.

It was Hera getting revenge because she thought Callisto had betrayed Artemis.
