The wasp is coming out of over wintering---hibernation. Check around the area to see if she is building a nest.
At this point you can destroy it yourself

What harm does it do under your deck? Leave it alone and it will find its way out.
I've often found paper wasp nests and mud wasp nests, but they never bother anybody.
But if you have yellow-jackets, they may need attentions. They are not very aggressive, but there are so darn many of them! And they go after your food, and you can easily hurt one and get stung. You can get a spray for a yellow jacket nest.

Use a spray Hornet/Wasp killer. It shoots up to 20 feet.

theres now wasp and hornet traps put a little honey in em and hang away from deckand they should start being caught in a couple hours then let them die in it .

if you can get to the nest without getting yourself stung get a can of wasp spray and spray the nest

go to your local home depot need to buy a poison called seven it is a powder that you put down where you might think they are traveling in and out and they will actually carry it back to the hive and it will kill all of them when they groom each other at night hope that helps you

strike at night when they are asleep,find the location use a quick flash of a light spray with one of them stream blasters ,plan your escape route,blast away,run like hell! good luck Bill

it might sound crazy but soapy water shoud do the trick. just pour it over the nest. make sure it is realy bubbuly
