I think maybe a light brown (like coffee or bronzy chocolate) eye shadow would suit you, because it would bring out your pale skin but also compliment your light hair. Also, a jade green eyeshadow would work for you. I have brown eyes too but tanned skin (cos I'm Asian) and black hair, so I use darker colours.
Don't use too much dark colours on your eyes though because your eyes will appear smaller in contrast with your pale skin. Some black eyeliner on the bottom eyelids will work, but not too much either. The trick is to getting the right amount of everything. I'm not a fan of mascara because a) you might forget you have it on and accidently rub your eyes b) they're messy if you don't have the time to let them dry and waterproof ones actually dry out your eyelashes...
Experiment HEAPS. If you're still stuck, you could see a beautician or one of the make up ladies at a department store. Or if your mom has the same complexion as you, ask her or see what she uses, and then adjust it according to your age. (Different aged women wear make up differently even if they have the same eye colour or skin/hair colour.)
Try with a mocha coloured eyeshadow first. If you think it's too pale then go a bit darker, til you find the ideal colour. Good luck!

I use black eyeliner all the way around with a light brown shadow. Black mascara and a eyelash curler is a must! I also make the eyeliner thicker on the outside of the eyes! Good luck! Also use a bronzer to give your skin more color.

I think that a dark blue eyeliner and blue eyeshadow bring out brown eyes.

Use a black liquid eyeliner on the top lashline, and a black pencil eyeliner on the inside half of the bottom lashes. Then apply a gold or champagne color eyeshadow. Also apply a bronzer to your forehead and cheeks to give you some color.

one of my favorite techniques is to use shades of borwn eyeshadow and outline the outer corner with shades of green or blue eye liner. or try violet eye shadow. the great thing about brown eyes is that you can play with varying shades of shadow and not have to worry about too much clash of color. also if you want to make the whites of your eyes appear whiter on the inner lower lid with light blue eye shadow

smear your eyeliner a little all the way around your eye
then use different shades of brown shadow
and use black mascara
