a) closer to the fairly strong military which the Papal States controlled
or
b) they were Eastern Orthodox and so did not have indulgences being sold, one of the causes of the reformation.

Some rulers in Northern Europe, especially German princes, saw the Reformation's attacks upon the Catholic Churchand established authority as useful tools to attempt to rid themselves of the domination of the Holy Roman Empire and the Habsburgs. It was a way to "buck the system."

I think you will find that in nearly every case it was politically expedient and nothing to do with religious belief. The rulers of each country wanted the allegiance of their people. They didn't want the Pope in Italy to be too powerful.

This was partly political. For many rulers, there was more opportunity available if they had a religious reason to refuse the demands of the church.

3) resented the practice of selling indulgences, the income of which went to Rome.
