You also need:
Delete temp files,
Fix infected files,
Fix registry errors,
Scan for virus and spyware,
Delete unused startup programs

It's sometimes good to delete cookies
And deleting them does make your computer faster

The only thing affected will be user data files set by websites so the site knows your name, and other info when you visit the site. An example would be when you visit yahoo's web page & it already knows who you are & you didn't have to login.

You don't need those. Plus they are a bit of a security risk & pretty intrusive because not only do they store data about you, they send what they collect back to their home sites. That is how a site like yahoo knows that you recently searched for a hot pink tee shirt or a baby blue race car & the site arranges it's advertisements to ones that will appeal to you more. Pretty sneaky!

A good tool to use is cleanup by stephen gould. It's free (donations gratefully accepted) & will clean files that are normally hidden & safe to remove. When you are done, defragment your pc to rearrange your pc's inner files so you pc can "think" faster (like a clean organized closet vs a messy unorganized one).

No, in fact you should set your Internet Tool Options to remove cookies every time you log off. If you want to protect one to keep from deleting it you can do that also. Not only does it save space, it also prevents sites from updating and tracing your web surfing as many cookies can do more than identify you to the originating site.

No, it wouldn't cause any sort of damage. Cookies, especially after a long period without deletion, cause everything to slow. It needs routine deletions in order to keep everything running properly.

All it will do is you'll have to re-enter your passwords when you go to some websites.
I doubt your computer will run much faster because of this though.
