there are some great programs out there that control where your kids go, how long and what they can do while on the internet.
here is one of the good ones.

This is actually a pretty complex problem...
Windows will allow you to set up profiles for each user. Do that, and make yours password protected. Set hers to have only User permissions (prohibits most installs) and leave yours at Administrator. I don't know what kind of security you have, but Norton Internet Security has the ability to completely restrict users based upon profiles that match up with the Windows profiles. Set hers to Child. You can also selectively block websites in nearly all firewall software. As a last resort, you may consider putting them on AOL and locking that down.

Sweetie, I am going to explain and illustrate this very simple for you. No headache will I cause.
Have you ever heard about Administrator? If you do, note that ONLY an administrator can download things and make changes to the computer.
What is my point? You need to be the administrator and your kid should be a primary user.
Go to start, control Panel and click on Users account. Make an account for your child without a Password. Read carefully. The setup will ask you if you want your child's account to be an administrator. Say NO.
The setup will also ask you if the new user can download and make changes to the computer. Say NO.
After you have completed making your child an account, create a password for YOUR account. Keep your password private and safe because you will need your password to turn on the computer...
When your child turns on the computer, he/she will see two log ins. One for Mom, which is the administrator and one for him/her.
He/she cannot use your account because it is password protected.
When he/she attemps to download, a message will pop up and say " Only an administrator can download. Please contact the administrator for the computer for more information."
That's all, sweetie.

Set a password for the administrator account. Clean up the machine and load the programmes you want them to use. Then make sure your account has administrative rights. Set their accounts to non-administrative. They will not be able to load anything. Look at site for the link below.

sorry your never going to stop your kids dumping viruses onto your computer,, that is a fact of life,,, the only way to stop it is to switch off the modem, and ban them from the internet altogether, or get them a computer of their own and when they get viruses leave them ot sort it out,,, they will soon learn not to download stuff onto their computer....
Here is the best way to stop any viruses getting on to your computer,,,
download a linux live cd/dvd and run the the live cd/dvd that way you will never get a viruse again....
this runs off the cd/dvd and not your harddrive... this stops people from downloading stuff onto the computer
check the link below

If you have Norton, you can just turn on Parental Controls and there is something there that you can set personally to block sites that you see yourself that pose a risk to your computer.

There should be only 1 administrator on that machine of yours...YOU! Make your kids limited users. Without administrative rights they can't download. Good luck.

Buy a Mac. (seriously)
http://www.apple.com
UPDATE:
I love how totally computer illiterate monkeys thumbs down what they have no clue about. If you don't know that much about computers, most people are better served using a Macintosh. Running in a limited user account on Windows XP isn't going to change anything. Zero day exploits still exist and can be inserted through the browser regardless of the account permissions in XP. Clueless, technically inept people like "Mrs. Dell" have no idea what they're talking about.
