There were two Russian Revolutions in 1917. The first in the spring brought to power the Social Revolutionaries who removed the Czar from power. They formed the Provisional Government under Kerensky. They continued being in World War I even though the war was unpopular. Russians were taken a terrible beating at the front. Lenin was trying to recover his health in Switzerland. But soon the Provisional Government proved inept. When Lenin returned he became the head of the Bolshevik Party, which were the Communists.
There were several political parties. But his had organization.
He led the second Russian Revolution in the fall of 1917 which brought to power the Communists. So he was the founder of the Soviet Union. So the answer is of course "B".
