Plans are to lay dura rock-cement board, down on top of deck secured with deck screws. After dura rock is in place i plan to use pavers or some type of slate.

The problem with this is you will have a wooden deck under your new pavers as a foundation. This doesn't make sense to me. The wood will rot at an alarming rate.
Remove the deck and install the new pavers on a bed of gravel, sand and stone dust on the ground and you'll have a proper installation and it will last forever.

You have great faith the deck will support the extra load, especially when the wood starts to decompose under the cement board.

Deck is truly a four-letter word and I understand your frustration, but I don't think this is the answer.
