Um, well, there were many years when that happened, and in some places it's still happening. In the "western" world (Europe and America) women started making their voices heard in the late 1800s. We got the vote in the early 1900s. search for women's suffrage should get the exact year. Women are still discriminated against, though. The average female worker makes less than her male counterpart to do the same work.
Also, historically, there were some very strong women who weren't discriminated against and were more powerful than many men, women such as Queen Elizabeth I of England.

For some women, that year is 2007. There is no specific year that everyone all of a sudden decided to treat women equally. Some people just never will.
