I have found that by attaching a small propellor to the underside of my tortoise he can swim for hours. Of course I have to put the arm floats on his two front legs to keep him afloat.

Is this really a serious question?? No, a tortoise can not swim, even with "flippers tied to his feet" he will swim like a rock. He will also drown.

I dont think so. It would swim like a tortise with little flippers tied to its feet and might drown because it doesn't know how to swim and it would be struggling. I say no.NO!!!!
