Because the military did not respect Bill Clinton as President. He did more by cutting military funding and closing bases around the US-hurting families of those stationed on those bases and the surrounding real estate markets.
He was not popular in any kind of military standard and still not respected. Ask any US soldier and they'll tell you why they would support a Republican President over a Democratic President anyday.

Because he was a disgrace to the military. He defunded it, and made it difficult for the soldiers. They had no respect for him.

I know this because I handle the military market and many of my clients are in the military or retired from it. We do talk about politics.
