Threatening veto is a joke, next Congress will threaten to over-turn veto's'. You're right, it is a clown show orchestrated by the Elitists, nothing more. This Congress has basically given Bush a rubber stamp approval on everything for near a decade.
Ahhh, the power of dropping buildings on people, saving billions required to taking it apart, because it could not be demolitioned, it required helicopters, and fleecing trillions of taxpayer dollars to kill Saddam for threatening Daddy.

Its the balance of power. The President has the power to veto but the Congress and the House can over-ride the veto with a 2/3 majority.

Dem's How dare you threaten us, after we bought those
votes!
Bush Send me the funding bill.
Dem's We'll fund but we demand our way.
Bush Ok. send it to me so I can Veto! then if you cannot override my Veto, send me a clean bill to sign.
Dem's We do not have the votes to override the veto and we cannot send the bill up and allow him to veto the bill. so we are stuck between a rock and a hard spot. and we do not have the guts to pull funding. and time is running out.. If Bush plays his cards right we'll look like we do not support the troops.
