Seltzer water, as in Alka seltzer, is water in which a tablet containing Sodium Bicarbonate (NaHCO3) has been dissolved and therefore gives off CO2 and then contains
Sodium Chloride (by reaction with HCl of the stomach), and more water.
Ordinary water is simply water.

Seltzer water is carbonated. It can be made by putting plain water in a bottle and screwing on a CO2 cartridge which both pressurizes and carbonates it, originally for mixing with drinks.

I think that seltzer water is just carbonated water. It is water that is stored under a high pressure of CO2, so that it is saturated with CO2 gas. Club soda is pretty much the same thing.

Seltzer has been saturated with dissolved carbon dioxide. Regular water has only trace amounts.
