It was President Franklin Delano Roosevelt, our 32nd President, after his election in 1933. He said it in response to the banking crisis, which exacerbated the effects of the great Depression, so it has nothing to do with World War II, coming as it did before either Pearl Harbor (1941) or D-Day (1944).
And oh yeah: the actual quote is "WE have nothing to fear but fear itself."

Franklin Delano frickin' Roosevelt. Our worst President to date and likely the worst we will have until the United Nations takes over.
