staple/nail up used egg cartons (look behind restaurants, grocery stores, etc. and lysol the heck out of them if you want), foam padding (look behind UPS, etc.), or thick carpet squares (you can get tons of carpet samples, and sometimes entire rolls of carpet, behind carpet stores), but the wildest idea I've heard is using old children's stuffed animals... kids might be traumatized if they see it though...

Capet Padding and duct tape worked well for me when I was a poor college student.

In a cinder block structure, most the noise comes in through the door. You can cut the noise level considerably by covering the door.

Mattress foam you can buy it at Wal-Mart, Fred's, Dollar General, etc for cheap
