She was 18, much to the disappointment of her mother. King William IV had been very ill, but he was determined to live until Victoria had her 18th birthday. Had he died before then, Victoria's mother, the Duchess of Kent would have become Regent for her.

The Duchess and her scheming advisor Sir John Conroy (whom some thought was her lover) had been planning to take power for years. They were sure that Victoria would be too young and intimidated to oppose them.

King William was determined to last long enough to forestall their plans. And since Victoria was legally of age at his death, she succeeded to the throne without a regency. Conroy was banished from court, and the Duchess was relegated to a distant apartment in the palace.

It depends on the country. In the UK, a princess becomes queen if she has no brothers. That's why Elizabeth is Queen. If she had any brothers, even younger brothers, the brother would have become king rather than her becoming queen. in France, a woman could never inherit. If a princess had no brothers, it would go to the next nearest male relative. Recently the UK changed their law. If William's first child had been a girl, she would have been the heir regardless if she later had a younger brother. That is to say sons and daughters now have equal rights to the throne. It's all about who is oldest.
