Hi. I am writing a paper on hate crime laws and I have been unable to find web resources or anything that really tells if and WHEN hate crime laws expanded to include homosexuals. I know about the hate crime statistic act but I don't know if and when homosexuals were included as a class of victims in hate crime laws. Please only factual, documented info that can be computer accessed. THANK YOU!

Hate crime laws have been adopted on the federal and state level that increases the penalties for crimes committed when the motivation by the race, color, national origin, religion, sexual orientation, gender, or disability of the victim.
There are several controversial issues surrounding hate crime legislation, including questions about freedom of speech violations, but the most hotly debated issues have arisen from the inclusion in the laws of the term "sexual orientation."
Latest Developments
The federal hate crime laws do include the term "sexual orientation." As of July 2004, seven states have no hate crime laws at all, 20 states have hate crime laws that do not protect sexual orientation, and 24 states have hate crime laws that do include sexual orientation. In 2002, 12,073 law enforcement agencies reported 7,462 hate crime incidents, according to the FBI Hate Crime Statistics 2002.

I’m in the UK and this is our goverment's Facts & figures on Hate Crimes.
Nationally, the police recorded 50,000 racially or religiously motivated hate crimes last year. The British Crime Survey, which is based on interviews with a wide sample of people and picks up crimes that are not reported to police, indicated that there were 260,000 such offences last year.
The Metropolitan Police alone reported 11,799 incidents of racist and religious hate crime and 1,359 incidents of homophobic hate crime in the 12 months to January 2006.
However, the police estimate that most racist and religious hate crime, and as much as 90% of homophobic crime, goes unreported (source: Hate Crime: Delivering a Quality Service) because victims are too frightened or embarrassed to let someone know.
The typical hate offender is a young white male (most homophobic offenders are aged 16-20, and most race hate offenders under 30) who lives locally to the victim. The majority of hate crimes happen near to the victim's home while they are going about their daily business, and an offence is most likely to be committed between 3pm and midnight.

Try using Goggle. I pulled up tons of stories about hate crimes and the laws that are, in theory, are supposed to protect homosexuals, transsexuals, Crossdressers and Bi-Sexuals from them.

The link below will provide a wide range of information for Europe, which is the most gay-tolerant continent. If you're not limited to one country it'd be a useful study.
There's also one for the rest of the world, though it's a bit more fragmented.

In the UK, yes they now exist - they came into being in March - much to the annoyance of the Catholic church.
As you did not state which country you are interested in, it is hard to be much more specific about other places - there are quite a lot of them.
